The government's master watch list is one of roughly a dozen lists, or databases, used by counterterrorism officials. Officials have periodically adjusted the criteria used to maintain it.
But civil liberties groups argue that the government's new criteria, which went into effect over the summer, have made it even more likely that individuals who pose no threat will be swept up in the nation's security apparatus, leading to potential violations of their privacy and making it difficult for them to travel.

Senate passes health bill for 9/11 rescuers
A bill to provide medical care for firefighters and other responders to the September 11, 2001 attacks passed the Senate on Wednesday after backers struck a deal to end a Senate Republican blockade of the measure.
The so-called James Zadroga 9/11 health bill was approved by the Senate by voice vote and the U.S. House of Representatives was set to pass the measure shortly after the Senate action.

By now all reasonable people in the world know that the Bush administration (with almost no opposition from Democrats) used 9/11 as a pretense to invade and occupy an oil-rich Middle Eastern country that posed no threat to America. Even President Bush has admitted in a press conference that there were never any WMDs in Iraq. But the war has been very profitable for some, as war always is, as it has drained American taxpayers of hundreds of billions of dollars. It has also ballooned the warfare state, the military-industrial complex, and the conservative anti-civil liberties lobby. (On the day of this writing the talking heads on the FOX War Channel were all but dancing in the streets of Manhattan in celebration of a bill passed by the U.S. Senate the previous evening that would allow for the suspension of habeas corpus. Can mass burn-the-Constitution rallies, perhaps organized by Rush Limbaugh and Sean Hannity, be far behind?)

A highly placed source within the White House and CIA confirmed, in an interview, that the invasion of Iran was scheduled for 2006 but planned in 1999. We have heard some of this before but not with so many pieces and, I am told, more to come.
Q. What do you know about 9/11?
A. “9/11 was planned as early as 1999 or before, to be executed as soon as the Bush team was in place. One meeting in April 2001, a meeting outlining the invasion of Iraq, may have been the green light.’ Chalibi was in place early on, from day number one. I remember telling them he was a known crook, totally disreputable and that things in Iraq would fall apart immediately. Nobody in the National Security Council ever spoke about what they would do once Saddam was overthrown. Nobody really seemed to care.
Is the Internet 9/11 Under Way?
Think about it. Where is this seemingly staged Wikileaks furor taking us? While we participate in digging into the juicy tidbits of information that incriminate just about anybody and everybody, where is it all going?
While 9/11 served as a wake up call to those awake and aware enough to see the obvious demolitions and misinformation and resultant "Pearl Harbor" effect, most of the world fell for it. And now people are literally bending over, as in airport 'screenings', to the onslaught of police state fascism worldwide. It's staggering. In fact, it's Orwellian. The armies, police and private sector are at war with the vague concept of terrorism - an unbeatable enemy in a war that can be drawn out indefinitely and fought in any arena necessary.
